I am curious, and if it is legal- - even if there are special conditions such as a license- - what must one do to own one?

No licenses are required to own a shark. There are many species which thrive in large aquariums. Bamboo sharks, horn sharks, wobegong sharks, cat sharks, etc. They require precise care and intricate water balance to thrive. Some will even reproduce in captivity. That is awesome! I owned a pair of teacup stingrays years ago. Brilliant animals! Hope this helps regards, Jerry

Yep. It may be banned in some jurisdictions, but it's legal in most places in the U.S., and some people have them. Unfortunately, most people who try to keep sharks don't have tanks that are anywhere near big enough for even a small shark. Actually, I know where you can buy one, but before I tell you, convince me that you have the means and the knowledge to take good care of it.
